Text of Bush’s Speech on Immigration

Note on Bush’s speech tonight:  To a thinking person (such as your unfortunately off-the-air host), it is perfectly obvious that Bush’s proposal is not only nothing new, it is also ineffective and, as much as he wants to spin it otherwise, it is amnesty.  Bush continues to disappoint conservatives on this issue.
